The new rules do apply to batters. They get one timeout per at-bat, but have to call “time” while in the box before stepping out. They are required to be in the box and ready for a pitch before the pitcher’s 20 second clock gets down to 8 seconds. Not being ready, or not calling “time” properly or calling it another time, is an automatic “strike” on the batter.
You are right, though…maybe that is really why LoCain retired. He’d strike out without a pitch being thrown!
