This has been coming. With more coaches (and particularly assistants in football, since that is who does a lot of the recruiting) leaving with no penalty, it was only a matter of time before they allowed a one time transfer for student athletes with no penalty. It may restrict from transferring within the conference, but beyond that, you could see quite a bit of movement.
I think this could also lead to more issues of mistreatment and such coming to light. Often, guys will not make waves because it could cost them scholarships or transfer opportunities, so things don’t come out for years after.

This is good. All sports but football, basketball, baseball, and men’s hockey already have this rule and things are fine.
